He's just for certain people like any other comedian i guess. Some find yelling and screaming funny, some don't. I personally wondered why tony promotes him so much on the show and pondered the idea of william being a bear and tony being the twink (if i got those terms right and both actually gay, something behind the scenes going on). William gets one shot a week where the expectation is that everything is brand new.
I know he recycles stuff sometimes to fill in, but he usually acknowledges he's doing it and gets laid into by tony which then goes straight into the interview. He always read the jokes like he is reading something for the class, no delivery whatsoever, it's like a bunch of jokes that are done and performed by ai. William has a way of taking the crazy homeless energy of a divorced and disgraced father and turning it into pretty decent delivery. As to his paper, if he's writing constantly some of them may genuinely be things he thought of while he was watching the show or just throughout the day.
